Independent Review of Ontario Corrections


The Independent Review of Ontario Corrections (IROC) provides arm’s length advice and recommendations on reforming Ontario’s adult correctional system. IROC’s activities are independent of the government and guided by public Terms of Reference.

The Independent Review Team is led by Mr. Howard Sapers, the province’s Independent Advisor on Corrections Reform. His interim report examines the use of segregation in Ontario's adult correctional facilities and the final report examines select correctional practices in Ontario and provides recommendations on ways to improve them.

The findings and recommendations contained in the reports have helped inform the work underway to reform Ontario’s correctional system.
