• December 2008 – February 2009 – Environmental Assessment process
• April 2011 – Award contract for construction and financial close
• June/July 2011 – Construction begins
• Fall 2013 – Construction completed
• 2014 – Anticipated phased-in occupancy begins
• 2014 – Anticipated Windsor Jail decommissioning
