Provincial Emergency Systems

We administer the following provincial emergency systems that involve Ontario's fire services:

  • the Provincial Mutual Aid System
  • the OFM Emergency Preparedness and Response Unit
  • the Provincial CBRNE/Hazmat/HUSAR Program

Provincial Mutual Aid System

Under the authority of the Fire Protection and Prevention Act, 1997 (FPPA), and direction of the Fire Marshal, fire co-ordinators are required to establish and maintain a mutual aid plan under which municipalities that serve the designated area agree to assist each other in the event of an emergency.

We maintain a repository of all Ontario mutual aid plans and can refer to them to determine which resources can be called upon in regional or provincial emergency situations.

OFM Emergency Preparedness and Response Unit (OFM EPRU)

At times, fire departments may need to respond to incidents that are beyond their capabilities and the capabilities of the mutual aid system, but are not defined as emergencies requiring full provincial emergency response. In these situations, fire departments may request the assistance of our EPRU through the appointed mutual aid fire co-ordinator. The municipality requiring assistance maintains command and control and is responsible for consequence management of the incident.

The OFM EPRU is based at the Ontario Fire College in Gravenhurst. It has emergency response vehicles and equipment that can be deployed from Gravenhurst and Thunder Bay. To assist fire departments, we can also request specialized technical advice and expertise on their behalf.


Provincial CBRNE/Hazmat/HUSAR Program

(Chemical, Biological, Radiological, Nuclear and Explosive/Hazardous Materials/Heavy Urban Search and Rescue Program)

The goal of this program is to ensure that competent, multidisciplinary teams are available on a province-wide basis to respond to large-scale and / or complex natural or human-caused emergencies in a planned, coordinated and timely manner.
