FPPA Opinions & Applications
Subsection 1.(1) Definitions
"Community fire safety team" means a community fire safety team appointed under clause 2.(2)(a) or subsection 2.(4) or by an agreement under clause 3.(2)(a)"; ("équipe locale de la sécurité-incendie")
This definition is required to facilitate fire prevention and fire safety education services in municipalities and unincorporated territories that do not have a formal fire department
What is a community fire safety team?
The community fire safety team is a group of people established in a community to provide public education and, in some cases, fire safety inspection services. It is designed to assist municipalities that have no fire suppression services. It will also provide other municipalities with new approaches for the delivery of fire prevention and public education.
A community fire safety team enables municipalities to recruit community-minded volunteers who would not normally join a fire department to participate in suppression and rescue activities (i.e.: seniors, youth, etc.). Although the primary focus of most teams will be the distribution of educational materials and smoke alarms; with appropriate training, some members of the team may be appointed assistants to the Fire Marshal to conduct fire safety inspections. Precisely how the teams are constituted in each municipality that chooses this form of delivery will depend on local needs.
"Municipality" means a locality the inhabitants of which are incorporated; ("municipalité")
Clarification of term.
Is the definition of municipality in the Fire Protection and Prevention Act, 1997 consistent with that in the Municipal Act?
