Transition to NFPA Professional Qualifications Standards: Grandfathering Policy

In April 2013, the Office of the Fire Marshal and Emergency Management (OFMEM) announced in Fire Marshal’s Communiqué 2013-04 that Ontario was adopting the National Fire Protection Association Professional Qualifications (NFPA Pro-Qual) Standards. At the time, the OFMEM, which is leading the transition from the Ontario Fire Services Standards to the NFPA standards, briefly explained how grandfathering would apply and affirmed that the grandfathering policy it was in the process of developing would provide further details and would be made available to all fire departments at a later date.

This policy, now completed, is attached. It provides information on the following:

  • background on the transition from the Ontario Fire Services Standards to the NFPA Professional Qualifications Standards;
  • how the OFMEM is implementing grandfathering;
  • the OFMEM’s Letter of Compliance with NFPA Standards;
  • procedures to follow to obtain the Letter of Compliance with NFPA Standards;
  • concordance between the Ontario Fire Services Standards and current programs, and the NFPA standards.
