Who Are We?

Under the Fire Protection and Prevention Act, 1997, clause 9(2)(d), the Fire Marshal has the duty to develop training programs and evaluation systems for persons involved in the provision of fire protection services and to provide programs to improve practices relating to fire protection services.

The Office of the Fire Marshal and Emergency Management (OFMEM), through Academic Standards & Evaluation (AS&E), is the certifying body for the National Fire Protection Association (NFPA) standards in Ontario. We are accredited by the International Fire Service Accreditation Congress (IFSAC) and the National Board on Fire Service Professional Qualifications (Pro Board®). The OFMEM is the only Authority Having Jurisdiction (AHJ) for Ontario certification.  

What are AS&E’s responsibilities?

  • To provide instructional guidance through development of Standardized Curriculum Forms (SCFs) for all National Fire Protection Association (NFPA) courses at the Ontario Fire College (OFC), Fire Departments (FDs), Colleges of Applied Art & Technology (CAATs) and registered Private Career Colleges (PCCs);
  • To prepare and administer knowledge (written) testing and practical skills evaluation for all accredited NFPA levels and their latest Standard Edition within two years of release;
  • To maintain certification data for every individual that undertakes certification testing; and
  • To maintain and achieve re-accreditation for all accredited NFPA levels through meeting requirements of mandatory IFSAC and Pro Board Site Team Visits (audits of AHJ) once every five years

Receive Certification

There are 3 rewrites for knowledge testing. If a candidate fails after the 3rd attempt, additional training is required.

If a candidate attending a CAAT or a PCC fails any practical skills evaluation he/she is to contact their Coordinator to reschedule evaluation. FD candidates are to contact their Training Officer or designate to reschedule evaluation
