We, the jury, wish to make the following recommendations:
Inquest into the death of:
- Corrections Services of Canada (CSC) implement video surveillance in the kitchen area on ranges located in Collins Bay Institute.
- CSC will continue to work within their organization and with other relevant partners to make changes to the culture within the institution to prevent inmate violence.
- CSC should consider creating quality assurance control checks to ensure best practices in regards to the monitoring of inmates.
- CSC should consider the addition of random security patrols during high inmate activity time, such as weekends and evenings, in order to improve the dynamic security and monitoring of inmate's activities.
